1991年1月に設立して以来、ライダーの運転技術の向上と運転マナーやモラルのレベルアップを目的にして、数多くのイベントを沖縄から北海道までの全国各地で開催してきました。その活動は、単なる任意の一団体であるにも関わらず、その継続年数や開催イベント数の多さや活動規模の広さを誇るだけでなく、同様な活動形態の追随団体の派生を促し、専門用語や様式などの文化を定着させるなど、 正に他に類を見ないリーダー的な組織として大きな実績を残してきました。
その上で、2005年8月より NPO法人（特定非営利活動法人）となり、ライダーの意識を高めると同時に社会的な認知度を高める活動を更に強く推し進めています。

Since its foundation in January 1991, it has organised numerous events with the aim of improving riders' driving skills and raising the level of driving manners and morals. Its activities have not only boasted of the number of years of continuity, the number of events held and the scale of its activities, but have also encouraged the derivation of follow-up organisations with similar forms of activity and established a culture of terminology and style that has made it a truly unique leading organisation with significant achievements.
Then, In August 2005, it became a non-profit-making organisation (NPO), and is further promoting activities to raise awareness amongst riders and at the same time to increase social recognition.
