2022年 2月24日、ウクライナへのロシア軍の侵攻によって、民間の多くの方々の地域が攻撃を受け、住居が破壊されて命の危機に見舞われました。 その様子は、一部の情報統制が厳しい国々を除いて、全世界の人々がほぼ同時に目の当たりしたでしょう。そして、10年前、アラブ系の人々が住むシリアの国民に対するロシア軍の無差別攻撃とは異なり、西欧諸国と米国、そして同盟の国々は一斉に制裁決議とウクライナ軍への支援を決定しました。



ただ、3月末時点で、ウクライナ国内で住居を追われた人々が 1,000万人を超え、国外へ脱出した人々が 400万人を超えており、難民となった方々の健康や生活への支援が急務となっています。 そして、10年以上続いたシリアからの 660万人と言われる難民の方々の時とは異なり、西欧やEU圏内の東欧諸国は直ぐに難民受け入れを表明し、それに呼応するかの様に、日本政府も “難民受け入れ” 姿勢を表明しました。 しかし、「暴挙による人道上の危機」と言い、各国と同調して速やかに表明したまでは良いのですが、国レベルで対応せず、4月1日、民間の公益財団法人への委託を公表するのに一か月以上も要しました。



今回、この重い責任を受ける事になった「公益財団法人」とは、私が主宰する「NPO法人」と同様に政府・行政から金銭等の支援を受ける事は無い民間の団体です。ただ、公益性の高い事業を行なう意志のある人が、その事業を円滑に進めていくにあたり、行政が定めた一定の認定資格を経て使用する事が認められた「法人名称」に過ぎません。 つまり、政府が正面から “難民” の方々への支援を行なう訳ではなく、国家公務員が対応しない “丸投げ” という形です。



2020年1月、WHOによるパンデミック宣言後、3月になってようやく厳しい入国制限などの対処を発表した時よりは早く、批判逃れは上手になったと言えますが、人命の危機への対応の遅さに変わりはないようです。 日本人では初めて、UNHCR・国連難民弁務官 として活躍された 緒方貞子 さんを 輩出した国として、今回の様な対処は決して誇らしく感じられるものではありません。

And as of the end of March, more than 10 million people were displaced in Ukraine and more than 4 million people fled the country, and the health and livelihoods of refugees. There is an urgent need to support. And unlike the time of 6.6 million refugees from Syria, which lasted for more than 10 years, Western Europe and Eastern European countries within the EU immediately announced that they would accept refugees, and the Japanese government responded to it. Also expressed its “refugee acceptance” stance.

Even during the war, it is one of our duties as a person to ensure that we do not lack "humanitarian consideration" to protect people's lives and lives. Therefore, it should be respected to gain the empathy and support of many people from all over the world through "humanitarian consideration". However, if that consideration is heavily influenced by the region, race, religion, etc. where people live, it is by no means an equal consideration and does not seem appropriate to the word "humane".
And, as long as such "consideration" is done openly without being ashamed, the "world citizen" must recognize that the world is to deepen the groove that divides into three.
